RPA Study on behalf of the European Chemicals Agency

Collection of Data on the European Market, Uses and  Releases/Exposures for 2,4-Dinitrotoluene and Lead Chromate

 

In the framework of the authorisation process, Member States Competent Authorities or the European Chemicals Agency (ECHA), on a request by the Commission, may prepare Annex XV dossiers for the identification of substances of very high concern (SVHC). Annex XV dossiers have been prepared for 2,4-dinitrotoluene (EC Number: 204-450-0, CAS Number: 121-14-2) by Spain (dated July 2009) and for lead chromate (EC Number 231-846-0, CAS Number: 7758-97-6) by France (dated August 2009). The Member State Committee agreed that 2,4-dinitrotoluene fulfils the criteria of Article 57 (a) of the REACH-Regulation (Carcinogen Cat 2). On the other hand, the Annex XV dossier for lead chromate concludes that the substance is a carcinogenic (Cat 2) and reprotoxic (Cat 1) substance. Both substances have, therefore, been included in the candidate list for eventual inclusion in Annex XIV of the REACH Regulation.

Risk & Policy Analysts (RPA) has been contracted by ECHA to collect and provide background information on the markets, uses and releases of 2,4-dinitrotoluene and lead chromate, with the aim to support priority setting amongst the substances on the candidate list for potential inclusion in Annex XIV of the REACH Regulation.

We would be grateful if companies involved in the manufacture, import and use of 2,4-dinitrotoluene and lead chromate would consider the questionnaires shown below. The deadline for collecting information is Friday 28 May 2010. Completed questionnaires should be returned by email using the details provided in Section 5 of the questionnaires.  Please note the following:

  • this study will examine the markets, uses and releases of 2,4-dinitrotoluene both when these relate to the pure substance, as well as technical grade dinitrotoluene (a mixture mostly containing 2,4-dinitrotoluene and 2,6-dinitrotoluene); and
  • this study will focus on lead chromate only, not lead sulfochromate yellow (EC Number: 215-693-7, CAS Number: 1344-37-2) which occasionally is (incorrectly) referred to as ‘lead chromate’.
