Evaluation of Consumer Policy

The European Commission, Directorate General Health and Consumers (DG Sanco), is in the process of evaluating past and existing programmes and strategies in the field of consumer policy in order to assist future policy development at a time when the Committee on the Internal Market and Consumer Protection (IMCO) is developing a consistent and coherent approach on a variety of consumer issues.

Risk & Policy Analysts (RPA), together with National Economic Research Associates (NERA), has been commissioned by DG Sanco to undertake three evaluations in the field of consumer policy.  (If you would like to confirm our credentials please contact the Commission's Assistant Project Manager: Ines.PIO at ec.europa.eu).

The three areas to be evelauated are:

  • the Programme of Community Action (PoCA) 2004-2007;
  • the Consumer Policy Strategy (CPS) 2007-2013; and 
  • the Programme of Community Action (PoCA) 2007-2013.

In order to meet the objectives of the evaluation, the different programmes and strategy will be assessed against a number of criteria.  The evaluation results will be used to produce recommendations for the next Consumer Policy Strategy 2014-2020 and propose adjustment to the next work programmes.

Data gathering though consultation will be essential to collect the views on the effectiveness and the value added of the above as well as potential for improvement.  Surveys have been developed for key stakeholders that you can find on the following links:  (** the links to the questionnaires have been deactivated **)
