Tobe Nwaogu, a Consultant with RPA, has a background in Biochemistry and Pollution Control. Since joining RPA, Mr Nwaogu has worked on projects involving the appraisal of the environmental, health and economic impacts of UK and EU legislation. He has played a key role in studies for the European Commission evaluating various aspects of a range of European Directives such as the Toy Safety Directive, the Cosmetics Directive, the Low Voltage Directive, the General Product Safety Directive and REACH.

In addition to policy impact assessments, Mr Nwaogu has been involved in a number of projects in the area of pollution prevention and control, in particular, chemical risk management, where he has played a key role in the development of the Risk Reduction Strategies for a number of hazardous substances and has acted as Project Manager for such studies for the UK (Octylphenol), Dutch (Zinc) and French (Formaldehyde) authorities. He has also been involved in projects relating to the management of hazardous chemicals under the Water Framework Directive as well as other environmental legislation. He has also been involved in a number of studies assessing the risks to health and safety from various consumer goods and services and the interactions between consumer protection, risk assessment and regulatory practice.
