Teresa Fenn, a Principal Consultant with RPA, has degrees in Geology, Hydrogeology and Groundwater Chemistry. She has extensive experience of the application and development of cost-benefit analysis, cost-effectiveness analysis and multi-criteria analysis methodologies in the fields of water quality, water resources, marine restoration, flood and coastal erosion risk management, minewater remediation and river restoration.

This has included drafting and applying appraisal methodologies for the 2004 Water Company Periodic Review, Catchment Abstraction Management Strategies, Heavily Modified Water Bodies, flood defence strategies and schemes, river restoration and water quality improvements, low flow alleviation and treatment of minewater discharges.

She has been involved in the economic assessment of many major UK flood and coastal projects including the identification of the preferred economic options for managing flood risk in the Humber and Thames Estuaries. She recently completed work on the UK’s Flood and Coastal Erosion Risk Management Appraisal Guidance (FCERM-AG), including delivery of training materials covering the decision-making process
