David Fleet, a Technical Director with RPA, is specialised in project management, appraisal and evaluation, with degrees in Economics from Cambridge University. He has over 20 years experience in project management and consulting, in the fields of international development, policy and planning. He has worked on a number of long term development projects including environmental components funded by EuropeAid in Africa, Asia and the Caribbean for the UK Foreign and Commonwealth Office.

Since joining RPA in 2006, Mr Fleet has worked extensively on impact assessments for the European Commission including work on the Commission’s eGovernment infrastructure services, the Late Payments Directive and, most recently, the Package Travel Directive. He has also undertaken a series of impact assessments for the UK Government on implementing measures planned for introduction to improve energy efficiency and reduce carbon emissions under the EuP Directive. Mr Fleet has also been assessing the competitiveness and employment effects of resource efficiency measures.
